浜松モザイカルチャー世界博2009
9月19日、いよいよ浜松モザイカルチャー世界博2009がスタートしたわけですが、その前日の18日に、メイン会場であるフラワーパークで開幕式が開催され、通訳として参加さてきました。
ニュースで報道された通り、秋篠宮両殿下も参加され、ほかにも、モザイ作品を展示している各国の大使、協賛企業の方々など、多くのVIPの集まった開幕式でした。
そこで私は、おもにガボン大使の案内役をしました。ガボンという国、あまりなじみのない国ですね。それもそのはず、日本にいるガボン人はたったの40人だそうです。
ほかにも、カナダ大使、ペルー大使などとお話しする機会がありました。カナダ大使からは、大使館へお誘いいただいたり、ペルー大使からは、ペルーにもアジア人の血が流れていると聞きました。その証拠に、蒙古斑点がある赤ちゃんがいるそうです。
開幕式のあとは、レセプションのためオークラへ。
ここでは、秋篠宮両殿下をすぐそこで拝見することができました。紀子様とは、バッチリ目があいましたよ。(一瞬ですが・・・) 写真撮影は禁止されていたので、残念ながら写真はありません。
66日間、フラワーパークで開催される「浜松モザイカルチャー世界博2009」
みなさんもぜひ行ってみてください。過去2回、モザイカルチャー開催したモントリオール市の作品は立派でした。北京市の作品も大掛かりで見ごたえがありました。
ここでちょっと裏話。フラワーパークメインゲート付近のトイレ。この日「断水のため使用禁止」の張り紙がしてありました。トイレを使用するためではなく、鏡を見たかったため中に入ったら、洗面台に、きれいなティッシュ、タオル、新品の石鹸が置いてあり、その時にピンときました。「断水」で使用禁止なのではなく、秋篠宮両殿下専用のお手洗いとするため、それ以外の人の使用・立ち入りを禁止していたのです。入ってしまってすみませんでした・・・。
Family & Friends Picnic 2009
9月19日、浜北森林公園へピクニックにいきました。
運動会や発熱等で参加できなかったお友達も多かったのが残念です。
広場の横を流れる小川には、沢ガニがいたり、シジミのような貝があったり、いろいろな発見がありました。まだ暑いですが、トンボもたくさんとんでいて秋は始っていますね。
発見といえば、下の動画です。パナマで発見された「未確認生物」。
かなり衝撃的な映像です。衝撃に耐える自信のない方は、再生しないほうがいいかもです。
A picnic for Studio & Study students and teachers was held today at Hamakita Forest Park , Saturday, September 19th. There were a few cancellations due to fevers and colds, not to mention the start of the 5 day holiday dubbed "silver week". Still those that came had a very good time.
Everyone seemed to enjoy the nature on a beautiful fall day, running in the fresh air, playing volleyball, soccer, bocce, or even catching crabs in the river, There were no new creatures discovered like in northern Panama today...
...still, finding crabs and insects is not bad. Some of the kids seemed to also really liked scaring their mothers by chasing them with insects in hand. Ah, youth! Lot's of fun for the children.
シルバーウィークの初日、自然のなかで家族と一緒に楽しむことが出来ました。残りのホリディはみなさん、どのように過ごしますか？
次回のイベントは、恒例となった、Halloween Bowling Partyです。

元気で活発なみうちゃんは、クラスのムードメーカでもあります。
One of our more "colourful" students is Miu Nishizawa from
the Saturday morning mother and toddler class. Miu has a special
talent of making everyone laugh and feel happy just by her facial
expressions. Combined with the English phrases she has picked up, and
her enthusiasm, we are sure to see her in Hollywood or Nihon
television someday! Here is Miu and her mother Yukari.
Q. 英語の学習は、いつ始めましたか？
A. 去年の11月にここへ入学、そのときから始めました。みうちゃんが、2歳半の時です。
Q. ママの英語力はどうですか？
A. 学生の時に学習したくらいです。
Q. 英語を学ぼうと思ったきっかけは？
A. まだ幼稚園に通っていないし、周りに同年代の子がいないので、友達づくりもかねてImagination Ink Studio & Studyに入学しました。

Where's the money for education?
教育支出：日本の０６年、ＧＤＰ比過去最低…ＯＥＣＤ調査
日本の０６年の公的財源からの教育支出の対国内総生産（ＧＤＰ）比は前年比０．１ポイント減って過去最低の３．３％となったことが、経済協力開発機構（ＯＥＣＤ）が８日公表した「図表で見る教育０９年版」で分かった。ＯＥＣＤ加盟国の平均は４．９％（前年比０．１ポイント減）で、加盟３０カ国のうちデータが比較可能な２８カ国中、最高はアイスランドの７．２％、日本はトルコに次ぎワースト２位。前回０５年と０３年は最下位、０４年と０２年はワースト２位と、低迷が続いている。
対ＧＤＰ比は、大学など高等教育に限ると前年と同じ０．５％（ＯＥＣＤ平均１．０％）で２８カ国中最下位。政府の支出全体に占める教育支出の割合は前年と同じ９．５％で、ＯＥＣＤ平均の１３．３％を大きく下回り、データ比較が可能な２７カ国の中ではイタリアと並んで最下位だった。
日本は少子化が進んでいるため、１人当たりの教育支出（公私負担の合計）はＯＥＣＤ平均とほぼ同程度の８８７２ドル。しかし、私費負担の割合は３３．３％と韓国に次いで２番目に高く、ＯＥＣＤ平均１５．３％を大きく上回っている。
ＯＥＣＤは「日本の教育を支えているのは私費負担割合の高さ。経済危機によって進学を断念する若者が増えるとみられ、奨学金を中心とする公財政支出の役割が期待される」としている。
教育への公財政支出の対ＧＤＰ比を巡っては、民主党が衆院選前に公表した政策集で「先進国の平均水準（５％）以上に引き上げる」と目標を掲げた。日本のＧＤＰは約５００兆円で、民主党が掲げる高校無償化の費用（年４５００億円）が教育支出に加われば、対ＧＤＰ比は０．１ポイント程度の上昇が見込まれる。子ども手当（年５兆３０００億円）は教育支出の対象外とされる可能性が高いが、仮に全額算入しても５％には届かない。

Japan graded low in spending on education State falls short; households foot bill: OECD
Japan had the second-lowest expenditure on education in 2006 among the 28 member states of the Organization for Economic Cooperation and Development in terms of state spending to gross domestic product, the OECD said Tuesday.
The nation's ratio of spending to GDP continued to hover around 3.3 percent, a figure that has not changed much since 1992. The survey also showed that spending by households with kindergarteners or college students is much higher than other countries.
The Education, Culture, Sports, Science and Technology Ministry tried to stipulate a goal of raising the ratio of state and local government spending on education to 5 percent of GDP in its basic education promotion plan last year, but was unsuccessful due to strong opposition from the Finance Ministry.
Attention will now be on the new administration to be led by the Democratic Party of Japan, which also aims to raise the spending ratio to 5 percent, and whether it can attain its goal despite the Finance Ministry's opposition.
The survey showed the average ratio of such public spending to GDP among the 28 OECD member countries stood at 4.9 percent, with Iceland ranked highest at 7.2 percent, followed by Denmark and Sweden. Japan's ratio dropped 0.1 percentage point from the previous year, in which Japan ranked lowest.
An official of the education ministry analyzed the trend and said: "It is because payroll expenditures, which accounted for most educational expenses, decreased."
Breaking down the ratio of spending by level of schools, Japan ranked third from bottom for elementary, junior high and high schools, at 2.6 percent, and at the bottom for higher education, including universities, at 0.5 percent, about half the average of other members.
Meanwhile, 33.3 percent of overall educational spending was funded privately in Japan, the second-highest after South Korea and more than twice the average.
The results indicate that households have to compensate for the lack of state expenditure on education. Notably, the ratio of Japan's private spending on preschool education was 56.6 percent, the highest among OECD members, and 67.8 percent for higher education, the second-highest figure.
The DPJ pledged to make high school education effectively free.

GENEVA - The United States has lost its place as the world's most competitive economy, mainly because of the financial crisis and accumulated fiscal deficits, according to a new annual survey.
The U.S. is second ranked in a poll of over 13,000 business leaders conducted by the Geneva-based World Economic Forum, behind Switzerland. Singapore is third and Sweden comes fourth.
The annual ranking found Switzerland has overtaken the United States because the Swiss economic performance has been "relatively stable" while the American economy's "greatest weakness continues to be related to its macroeconomic stability."
Canada moved up to ninth place from 10th place last year and 13th place in 2007.

GENEVA - The United States has lost its place as the world's most competitive economy, mainly because of the financial crisis and accumulated fiscal deficits, according to a new annual survey.
The U.S. is second ranked in a poll of over 13,000 business leaders conducted by the Geneva-based World Economic Forum, behind Switzerland. Singapore is third and Sweden comes fourth.
